Eng. Maximilien Byilingiro is a Rwandan engineer and energy sector executive, currently serving as the Chief Executive Officer of the Rwanda Energy Group (REG) since June 2026. Eng. Byilingiro holds a Master of Science in Electrical Engineering, bringing over a decade of leadership experience in the energy and industrial sectors. Throughout his career, he has led complex operations, driven organizational transformation, and built high-performing teams with a strong focus on operational excellence, safety, and innovation. His career also spans hands-on experience as an electrical project engineer focusing on the construction and management of power generation and transmission. Prior to his appointment as CEO, he served as the General Manager of Shema Power Lake Kivu (SPLK), a major independent power production plant that extracts methane gas from Lake Kivu to generate electricity. He is committed to strengthening organizational performance, advancing Rwanda’s energy sector, and creating lasting value for customers, stakeholders, and the nation.
