As CEO of the Rwanda Development Board (RDB), Jean-Guy Afrika leads an institution whose mandate spans investment promotion, tourism, conservation, mining, special economic zones, and gambling. As the Government’s lead negotiator, RDB is also entrusted with negotiating and structuring Rwanda's strategic investments. Its flagship One-Stop Centre brings together 24 government entities under one roof, offering investors a seamless interface for more than 400 services. This integrated model has made Rwanda one of Africa’s most efficient, investor-friendly, and internationally competitive business destinations. Before joining RDB, Jean-Guy held senior leadership roles at the African Development Bank, including Ag. Director of the Regional Integration Coordination Office and Lead for Regional Integration. In these roles, he advised the Bank on regional integration and resource allocation, helped structure some of the Bank’s largest regional infrastructure projects, oversaw reporting on a $14 billion project portfolio, and spearheaded efforts to deepen partnerships with the African Union, Regional Economic Communities, and the AfCFTA Secretariat. Earlier in his career, he held senior roles at the East African Community and the Rwanda Investment & Export Promotion Agency, spearheading regional integration and export growth initiatives. His contributions have earned him various honors, including a Distinguished Alumnus Award from George Mason University, a Desmond Tutu Fellowship, and special recognition from the Chairperson of the EAC Council of Ministers.
