Florien Gumyusenge

Florien Gumyusenge is a seasoned professional in the energy and education sectors with over a decade of experience. Most recently, he served as a Technical Compliance and Monitoring Officer in the Electricity and Renewable Energy Unit at the Rwanda Utilities Regulatory Authority (RURA), a role he held from 2018 to 2024. Alongside his regulatory work, he has contributed to academia as an Assistant Lecturer at ULK (Université Libre de Kigali) for more than nine years, and has practical experience in electronics, electricity, and telecommunication through his work with CMK/APACE. Earlier in his career, he also worked as a teacher at CMS/APADEM. He holds a Master’s Degree in Electrical and Computer Engineering (specializing in Energy Systems and Telecommunication) from Carnegie Mellon University Africa, where he led impactful projects such as designing a smart electricity meter, conducting research on rural electrification and ICT in education, and designing a photovoltaic system for a remote healthcare center in Rwanda. He earned his Bachelor’s Degree in Electrical and Electronics Engineering (Electronics and Communication Systems) from the National University of Rwanda.
