Emmanuel NUWAMANYA is the Acting Head of Policy and Planning in the Ministry of Infrastructure. He Holds a Master's Degree in Economic Policy and Management from Makerere University, Uganda. He has been in the Ministry of Infrastructure for more than 8 years. Emmanuel contributed to the development of the Infrastructure Sector Strategic Plans (2017-2024) aligned NST1 as well as recent Infrastructure Sector Strategic plans (2024-2029) aligned to NST2. Prior to Joining Ministry of Infrastructure, Emmanuel had worked in the Ministry of Finance and Economic Planning as a budget Administration expert, Development Planner as well as Development Policy Analyst and Research Expert. He strongly contributed to the development of Second Economic Development and Poverty reduction strategy (EDPRS2). He also served in Higher Learning Institutions as an Assistant Lecturer in the former Kigali Institute of Education (KIE) and Kigali Independent University (ULK).
