James Ngugi is an engineer, business executive, and energy sector leader with over 13 years of experience advancing sustainable water and energy solutions across East Africa. Combining technical expertise with commercial leadership, he brings practical insight into the opportunities and challenges shaping the region's energy and infrastructure landscape. As Managing Director of Davis & Shirtliff Rwanda Ltd, James leads the Rwanda operations of one of East Africa's leading providers of water and energy solutions, driving business growth, engineering excellence, innovation, and strategic partnerships that support sustainable infrastructure development. Beyond his corporate responsibilities, James serves as a Board Member of the Energy Private Developers Association (EPD) and Vice Chairperson of the Commercial and Industrial Subsector, where he works with industry leaders, policymakers, and development partners to strengthen private sector participation and advance Rwanda's energy transition. James is passionate about the role of private enterprise in expanding access to reliable water and energy, improving industrial competitiveness, and accelerating sustainable development.
